The Board of Darke County Commissioners, acting as the contracting authority, and the Village of Versailles, acting as the owner, will receive sealed bids for the construction of the North Central Area Waterline Improvements project located within the Village of Versailles, Ohio.

Bids will be received at the offices of the Board of Darke County Commissioners located at 520 South Broadway Street, Greenville, OH 45331, until 1:00 p.m. (local time), Thursday, September 28, 2023.  Bids will be opened at 1:30 (local time) and publicly and read aloud. Bids received after 1:00 p.m. (local time) will be returned unopened. Bids shall be marked, “North Central Area Waterline Improvements Project” and include the Bidder’s name and address. Sealed Bids must contain an original and two copies of the Bid submission.

Bids will be received on a unit price basis as outlined in the bid documents:

The project includes the installation of approximately 5,700 LF of 8” waterline along with needed valving, fire hydrants, water services, restoration items and other miscellaneous work.

Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in the provided envelope, and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier’s check in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders.  Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.  The successful Bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid. 

All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Davis-Bacon prevailing wage rates, encouragement of Disadvantaged Business Enterprises (DBE) utilization, various insurance requirements, various equal employment opportunity provisions, and Section 3 Requirements.

The Bidding Documents, which include Drawings, Specifications and blank bid forms, may be examined and obtained at the office of Access Engineering Solutions, LLC, 1200 Irmscher Boulevard, Suite B, Celina, Ohio, 45822.  Bidders may obtain an electronic copy of the documents for $25.00 and paper copy will be $150.00 for each complete set of documents.  These documents can be shipped at the Bidder's expense for an additional shipping fee of $15.00.  Non-refundable checks are to be payable to Access Engineering Solutions, LLC.  BIDS WILL ONLY BE ACCEPTED FROM BIDDERS LISTED ON THE ENGINEER'S OFFICIAL LIST OF PLAN HOLDERS.

The Darke County Commissioners and The Village of Versailles both reserve the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
